A Capital at Ramcel..


NEW CAPITAL FOR SOUTH SUDAN:
The Capital of the Republic of South Sudan will be relocated to Ramcel (Triangle between the three main Regions of South Sudan, Greater Upper Nile, Greater Equatoria and Greater Bahr El Gazal) and the construction of the new Capital will start very soon with modern technology.

This is a brief of an interesting chat with couple of Southern Sudanese fellows, who are educated, enthusiatic and yet open-minded.. Ayen Kwai, Kut Alier Kwai, and Kwai Alier

The debate started with:
"Economic progress in the South what does it depend on???"


Political Maturity..!
In Sudan , or Ex-Sudan; we had lots of politicians.. Maturity is rare.. However said, should refer to benchmarks.. not actions..!
Without benchmarking, any action might be called wonderful..!! while it is a slip to hill..!!

I don't mean to question any officials or representatives, but the Bell Syndrome tells that only 2% (on any level) would be able visualize the big picture.. You need to learn all lessons around, to smooth your way forward without glow, fake or deformed interests..

If you would trust a "Darfurese" knowledge-based expert..
Ok, let's meet the facts without those nicely said words..
With almost 80% illiteracy, 0.5% graduates, 0% infrastructure, 50% political unrest and 99% tribal mind-set.. This is not a recipe for IFDs or PPPs, but only for UN/Gov Aid..

Unless you draw your own realistic visions on government (what Singapore did), on Capacity building (i.e, Balkan), on governance (i.e, S Africa); South Sudan will unlikely attract investors..! They are greedy and cautious..

You need to understand that the world is open (i.e, Dubai), natural resources are indefinite (i.e, Malaysia) and social change is slow (i.e, Qatar)..

You need to Master your own decision, manage troops of greed and create formal reliability.. (instead of talk about new Capital at Ramcel, upgrade Juba.. This unnecessary talk of few billions..!) ..

  1. I can understand the enthusiasm, passion and pride behind such scheme, which in more than $ 10 Billion.. It is a 5 years scheme, if carried out by experts..
    Considering that building a city is an experience very limited in 3rd world, and never been in Sudan..
    Considering the procurement which will attract every Tom & Jerry..
    Considering the impact if delivery delayed or canceled..
    What will happen till done..?

    Malaysia, which has 3 times GDP of Sudan, did not build new capital (Putrijaya) till 10 years completed in their economic boom..
    What justifications, benchmarks and milestones GOSS is considering..?
    Construction is the main gateway (or gear-away) for corruption..!!

  2. Fair analysis! if the construction scheme of the new city could take upto 5 years as you mention, then that would not be a problem. Becuz most of the resources in South which were unproptionately shared with North will no longer be shared,... so South could stil servive on its badget that it has since the signing of the CPA and may be with little increase 1/3%, that means 2/3 of the wealth that use to go North could be alocated for this massive project. Of-couse, corruption is always there and it cann't be eliminated, but that should not hinder people from advancing development, and if you could plz tell me one country that you believe has zero corruption.

  3. Building a City is not a development..! There are many things to do before start thinking about the adequacy of the urban fabrics of Southern Sudan.. Losing 1/3 of oil revenues on such a fantasy; is a great betray to the people who fought for the cause.. Should the educated elite master the people towards their dreams of decent living rather than urban illusions.. Sorry Brother, but it is a naked straightforward truth..

  4. I like your point Mr. Adil. Much as this is a beautiful idea (the city), there are basic services south sudan badly needs: a good infrastructure for example. But then the stand-off in juba between the local community and the federal government necessitates the move. either way, goss needs to adopt a commitment to afford basic needs to the common man and women anywhere in the south
