Leaving Sharm El Sheikh and COP 27 I'm thinking about what one UN official said to me yesterday - the COP process is at a crossroads, it must urgently realise its purpose or risk poisoning the well for climate action. I think they nailed it.
COP 27 has all the characteristics of the bloated, elitist and ineffectual process detractors wish to portray it as:
Wealthy people from around the world fly into an eyewateringly (prohibitively) expensive resort under an oppressive regime beset with human rights issues. Once there, they take part in glitzy corporate events or well intentioned but procedurally insignificant side events. All this distracts from the main purpose - the negotiation of the global response to the climate crisis - which is stymied by bad faith actors and broken promises, away from the eyes of the majority of the 40,000 attendees.
It is a circus, it looks bad and it undermines public trust. The extravgant pavillions and wine receptions are a far cry from the lives of people living in poverty, or struggling under the cost of living crisis or the impacts of climate change. The increasing corporate capture serves to underscore the lack of representation for working class communities. The ease of access for fossil fuel companies, as emissions continue to rise, undermines the sincerity of the work in the eyes of the public.
I believe in multilateralism, I see it as central to the resolution to the climate crisis. But as awareness of the crisis grows and public focus on the COP increases, this COP will provide fodder to the naysayers and demoralise the activists.
Change is possible and could happen quickly with the right leadership from all stakeholders. It would require ending the "World Fair" element of COP and the proliferation of pavillions to return the Blue Zone to an area focused on negotiations. A global climate fair could exist separately, at another point in the calendar, or could be hosted in the week prior to the COP. But the current circus serves no one.
Presidencies would be chosen based on some meaningful social and environmental credentials, and they in turn would chose more humble settings. Heads of state would attend once every few years, as before, recognising that presently they just contribute to the circus without bringing tangible leadership to negotiations.
Private sector involvement would be significantly scaled back. Sponsorship revenue may fall, but so would costs. Fossil fuel actors should be prohibited or provided a unique badge colour.
NGOs looking to engage in COP would focus way less on comms and instead explore the role they can play in advancing the negotiations. If they can't identify a role, they don't attend. Donors too need to take responsibility here - resourcing COP engagement should have a strategic relevance to negotiations. If strategic engagement can't be identified, the funds would be better spent on more meaningful climate action elsewhere.
