Restructuring a New Government..


Well before the ousting of Mubarak, lots of noisy calls for reforms had flooded Egypt.. Regretfully, mostly are not wise enough to build a nation, as all who has a voice, a pen or a keyboard had participated in a very confusing debate..
I do realize how Egyptians are in general politically naive, with lots of tender hearts and soft memories, which had enabled tyrants, corrupt rulers and incompetent politicians to rule the country throughout history.. For all those honest Egyptians, I participate, while addressing generic concepts that would also work for Sudan, and any other country passing through the tough times of delivery..!

Firstly; Democracy should not have any Precedent Conditions on who’s who.. The purification, standardization and idealism processes will grow with time and practice, while sending their roots deep in the grounds, subject to proper fertilizations and care..

Secondly; The enthusiasm of revolution will inevitably call for massive changes, which mostly will not be necessary nor condition for the proper practice.. However, the public demand for change will pressure for the drama, yet, the role of the leadership, either selected, elected, or emerged, is to guide the masses into the righteous route, not to follow them otherwise..!

Thirdly; Transitional period is a must, which should be as minimal as possible.. Get the people to practice chaotic democracy, instead of no democracy.. Get the public practice discussing the eligibility, instead of any ivory criteria.. Get the civic society stay hot in reshaping both civic and public service, instead of philosophical pros and cons.. Do not wait or cripple the spirit.. Do not lose the people’s momentum.. Get the people conceive, gro

w and follow their own leaders.. Forget about those pride-seekers of glowing committees..

In terms of structure, Egypt already has a good one.. Local Councils and National House

1.Just need to extend the Local Councils further down to Counties and Villages’ level, with new terms of operations, communications and governing bylaws..

2.The House can properly function, with open election based on dual representation.. One for the brains, and another for the muscles.. Between both groups it is the historical problem to define who’s who..

3.Once definitions are intact, constituencies are restructured, and electoral process is agreed, all political parties, lobbyists or independents can run.. Only subject to constitutional eligibility criteria..

Therefore; to serve the proper democracy, it is needed to create an Independent Authority, Commission, Agency for Elections, which would report directly to the Judiciary..
The independence of the Judiciary would be the true achievement, while the tricky relationship with the Executive authority, which is required to run the business.. Symbolically, Public Prosecution is part of the Judiciary, while Public Attorney is part of the Executive..

In terms of functions, Egypt need to fine tune, close the gaps or defuse conflicts among the several legislative or executive bodies..



1.Enabling Unconditional Formation of NGOs, Labor associations, professional entities, and all other forms of sociopolitical activities, which shall be the sole advocates and venue for any political calls, to organize, scrutinize and develop the serious participation..

2.Produce general and details Code of Conduction for all NGOs, and civic society members, which should be monitored by the Judiciary as well as by its own constituencies..

3.Capitalize on “Peoples’ Committees” to develop “Community Policing”, a modern breakthrough against police corruption, brutality and disconnect.. Also would reduce the law enforcement and security numbers and cost from 1/80 (Egypt) to standard 1/500 (UK)..

4.Develop mechanisms to secure the role of civic society in enforcing Transparency, Good-Governance and Citizenship codes.. This is a long march, yet starts with little ones..

Therefore, it is required to revisit all agencies within the Executive to assure suitability, functionality, and auditability.. The Crusade definition of the three principle authorities should be kept intact and further solid, while operational and functional details would draw the creation of breakdowns.. The Jan 2011, events had defined few establishments that would mark present and future times:

1.The Presidency (If constitutional presidency chosen)
2.The Executive
3.The House (with breakdown of local councils)
4.The Judiciary
5.The Military
6.The Civic Society (with breakdown of NGOs, Leagues, Syndicates, etc..)
7.The Law Enforcement (with community policing, Penal, rehabilitations, etc..)

Historically, Egypt used to be known with plenty of Statesmen rather than Politician.. This fact would explain the hard delivery of reliable leadership in times of crisis.. Yet, it is the safety valve that all endeavors would serve the common good..

    I second you on chaotic democracy, this is what transitional period means
    No presidency establishment will be entertained, people are against the pharaoh concept
    And yes, Egypt major issue is the local governments (co...uncils)

  2. Pharaohism is a culture not a system.. Further related to the Executive Presidency.. On parallel, Berlusconi is a tyrant PM in an Executive system..!! Clearly, I’m a supporter of Constitutional Presidency, as the gains are lots.. particularly as a theme, culture and uniformity.. otherwise Germany, Turkey or India would fail..
