The Syrian Syndrome…

It is too classical that frustrated commons would revolt and breakdown the state unless proactive temporary solutions are provided by the rulers.. It is classical that political uprisings are mostly emotional, accompanied with various atrocities and would fade in short time.. It is now controversial that the herd attributes are driven by spontaneous leadership rather than intellectual one.. NGOs, NPOs, PIGs, etc., are the stage players and managers..!

Not only technology, sociopolitical enterprising and media industry are the sculptors of public culture; but also the fine arts of public administration, government and globalization are the collaborators for the Game of the Thrones.. The concurrent structures and mandates of ruling powers are resultant of two millennia’s of statehood and public management; which master the balance between complacent and furious commons..!

Maybe; the most significant features of the third millennia describe how the worldwide public orders share the same principles, dynamics and psychology.. The today’s unwritten charters of public office and public service deliberately draws sufficient opportunities for the staff to enterprise their authority and outreach.. Therefore, today’s corruption is unlikely controlled, despite the noisy enforcement of law and order..!

The destruction magnitude of WWII was resultant of formal war among States; which in deliberation or random is far less than the current Syrian one; which is among local rebellious powers.. The latest national destruction was observed in 1970^th Vietnam, 1980^th Afghanistan, 1990^th Yugoslavia and 2000^th Somalia.. Then, 2010^th Syrian destruction had obtained the top tier; which no other country would compete for long..!

Among the widely illiterate and shallow civic Libyan fictions, were parameters to honor, yet among the long dated Syrian state, the magnitude of barbarism is unexplainable.. Tracking the triggers within the ordinary Syrian people, few controversial characteristics that may explain the tendency to destroy their own country.. It is not the supressive regime nor the enthusiastic opposition that set the rules of engagement, but the barbaric intellectualism..!

History tells how civilization are not only physical achievements but also soft intellectualism.. Urbanity evolves from the soft borders among contradictory interests and demands; which allow for non-armed confrontations.. Riotous, Hooligans, Arsonists and Anarchists are surveyed to be mostly poor, illiterate and unemployed juveniles; who are recruited by syndicates to shake the powerful states.. Lobbies for planning, funds and logistics are too complex for any autopsy..!

On the demise, many young intellectuals would fall prey for the political complexities, who turn to be the advocates for the mixed orientations and views.. New fictions are mostly in formation states, whereas they in turn fall prey for regional or international complexities.. Both young intellectuals and new fictions are lost in the critical interpretations of their national and epistemic foundations to meet or interact with intellectual challenges and changes..!

At the Syrian chronicles, I continue wondering of the payrolls of emergency services, the telecom and internet connectivity, the electricity supplies and the currency in exchange.. How such sovereign necessities and logistics are available, and by who..? Do the formal public services complicit in feeding the controversy to last and continue..? Certainly, there will be no answers.. No one dares to answer; assuming that somebody knows..!

No wonder the Danish Lawmakers vote to seize the jewelries of Syrian refugee to fund the aid service.. No wonder the German pointed to the number of i-phones the refugees hold.. No wonder the migration routes are detected by smart phones.. No wonder the sophistication of the recent Syrian migration exceeds by far the decades long African one.. Nevertheless; quality of posters, banners and videos used by the helpless citizens at the named suffering cities..!

Across the Middle East and Arabic speakers, there is a growing tendency to repeat the Syrian chronicles.. There is irresistible psychology of self-destruction and civic bleeding; as a hidden worshiping of extreme bravery and sacrifice.. The national violence that obtained the independence from colonial powers was not sufficient to create unified national urbanity, yet produced intellectuals with schizophrenic personas..!

This cultural phenomenon can be traced back to the tenth century, when Fatimid, Ayyubid and Mamluk dynasties had ruled the entire region of Egypt, Palestine, Syria, Hijaz, northern Sudan and Libyan Burqa for more than seven centuries.. At the heart of this political unification, many sociocultural features are characterized.. The common folkloric symptoms are similar, as well as the public hierarchies and operations, despite any vocal intellectual denial..!

Across this region; the Fatimid were Shiite, the Ayyubid were Sunni, and the Mamluk were Sufi.. The Syrian Gypsies had penetrated the common cultures, unifying patterns, linguistics and fashions as well.. Syrian Traders were known everywhere, as well as Egyptian industrialists and Nubian worriers.. Later, the 1800^th century's Hanafi Ottoman, Turk and Balkan Statesmen and Centurions had hold firm their distinct social status till date; despite any vocal denial or skeptics..!

The seeds of anarchy and violence among the commons, are ignited by socioeconomic, religious and political volatility.. Syrians are after the few buildings still standing, Egyptians are torn between state and MB/ISIS coalition, Libyans can’t conceal, Sudanese scattered among grades, grids and greeds, Palestinians debate Israeli IDs, and Hijazis look for the 2030 road-map.. Therefore, this geographic jurisdiction is subject to either factual or potential Syrian Syndrome..!

المتلازمة السورية

من الكلاسيكيات ، أن الإحباط بين العامة قد يؤدي الى الثورة وانهيار الدولة ، ما لم يقدم الحكام حلول مؤقتة واستباقية.. ومن 

الكلاسيكيات أن الانتفاضات السياسية في معظمها عاطفية ، وتترافق مع مختلف الأعمال الوحشية ، وانها سوف تتلاشى في وقت قصير.. المثير للجدل الآن أن القطيع تقوده قيادة عفوية وليست فكرية .. لقد أصبحت المنظمات غير الحكومية والمنظمات غير الربحية وجماعات المصالح والضغط وغيرها ، هم مديري المسارح السياسية

ليست فقط التكنولوجيا ، والمنظومة الاجتماعية السياسية وصناعة الإعلام هم من ينحت الثقافة العامة .. ولكن أيضا الفنون الدقيقة للإدارة العامة والحكومية والعولمة هم المتعاونين في لعبة العروش .. ولعل الهياكل المتزامنة وعلاقات القوى الحاكمة والناتجة من ألفي سنة من قيام الدولة والإدارة العامة ، تعمل على التوازن بين الرضا والغضب لدى العامة

لعل أهم سمات الألفية الثالثة هي كيفية وحدة النظام العام في جميع أنحاء العالم وعلى المبادئ نفسها ، شاملة ديناميات المجتمعات وعلم النفس ، واليوم توجد مواثيق غير مكتوبة للمناصب العامة وللخدمة العامة تخلق عمدا فرص كافية للموظفين لممارسة سلطتهم ووصلاحيتهم ، والاسترزاق منها ، لذلك ، فانه من غير المحتمل ان يتم التحكم في الفساد العام ، على الرغم من صخب محاولات إنفاذ القانون والنظام

لقد كان حجم الدمار من الحرب العالمية الثانية والناتج من حرب رسمية بين الدول ؛ أقل كثيرا من الدمار بين الفصائل السورية المتصارعة ، أخر الصراعات المدمرة كانت في فيتنام 1970 ، وافعانستان 1980 ، والبلقان 1990 ، والصومال 2000 ، وحالياً في سورية في 2010 ، والتي لن يماثلها بلد أخر

وعلى الرغم من انتشار الأمية وضحالة الدولة في ليبيا ، إلا أن الجميع اتفق على حد أقصى من الهدم .. ولكن العكس لدى الدولة السورية ذات التاريخ الطويل ، فان حجم الهمجية غير قابل للتفسير ، ولعل تتبع المقومات الثقافية للانسان العادي قد يفسر الميل لتدمير بلدهم ، ولكن كلا من النظام الحكومي البوليسي والمعارضة العشوائية قد افرزت ثقافة الغوغائية السياسية

التاريخ يروي كيف أن الحضارة هي ليست الإنجازات المادية فحسب ، بل أيضا الثقافية ، التحضر يؤدي الى التطور الناعم بين الحدود وتناقض المصالح والمطالب ، والتي تسمح بمواجهات غير مسلحة ، ولكن تحليل المشاغبين والمخربين والفوضويين يؤكد بأن معظمهم من الأحداث الفقراء والأميين والعاطلين عن العمل ، والذين يتم استخدامهم من قبل عصابات وجماعات المصالح ، والتي يعد تخطيط وتمويل ومساندة عملياتها من الأمور المعقدة للغاية

العديد من الشباب المتعلم يقع فريسة للتعقيدات السياسية ، والتي تحولهم إلى دعاة لتوجهات ووجهات نظر متباينة .. الحركات السياسية المعقدة هي في معظمها في مراحل التشكيل ، في حين أنها في المقابل تقع فريسة للتعقيدات الإقليمية والدولية ، ولذا يقع كل من الشباب المتعلمين والحركات السياسية الجديدة في تفسيرات غير حاسمة أو وطنية أو معرفية للتفاعل مع التحديات والتغييرات الفكرية

في الوقائع السورية ، ما زلت أتساءل عن رواتب الموظفين في خدمات الطوارئ ، ووجود خدمات الاتصالات والانترنت ، وإمدادات الكهرباء ، وتصريف العملة ، كيف يتم تدبير ضروريات والخدمات ذات السيادة وتوفير الخدمات اللوجستية ؟ هل الخدمات العامة الرسمية متواطئة في تغذية واستمرار الصراع ؟ بالتأكيد ، لن تكون هناك إجابات ، لا أحد يجرؤ على الإجابة ، على افتراض أن أحدا يعلم الحقيقة

فلا عجب أن يصوت المشرعين في الدنمارك للاستيلاء على الحلي من اللاجئين السوريين لتمويل خدمة المساعدة ، لا عجب ان يشير الألمان إلى عدد هواتف الاي فون في أيدي اللاجئين ، لا عجب مسارات الهجرة يتم تتبعها بالهواتف الذكية ، لا أتساءل عن التطور التقني للهجرة السورية الأخيرة التي تتجاوز الهجرات الافريقية ذات التاريخ الطويل ، ولا أتساءل عن نوعية الملصقات واللافتات وأشرطة الفيديو المستخدمة من قبل المواطنين الذين لا حول لهم ولا قوة

في منطقة الشرق الأوسط وبين المتحدثين باللغة العربية ، هناك اتجاه متزايد لتكرار الوقائع السورية ، هي سيكولوجية تقوم على التدمير الذاتي والنزف الحضري ، كما أنها عبادة خفية للشجاعة والتضحية القصوى ، وكأن العنف الوطني الذي أدى للاستقلال من القوى الاستعمارية لم يكن يكفي لخلق الشعور الوطني المتحد ، ولكنهم المتعلمين ذوي الفصام النفسي والفكري

هذه الظاهرة الثقافية يمكن أن ترجع إلى القرن العاشر، عندما حكمت الممالك الفاطمية والأيوبية والمملوكية المنطقة بأسرها من مصر وفلسطين وسوريا والحجاز وشمال السودان وبرقة الليبية لأكثر من سبعة قرون ، وفي قلب هذا التوحيد السياسي القهري ، يمكن تمييز العديد من المفردات الاجتماعية والثقافية ، والأعراض الشعبية الشائعة والمماثلة ، فضلا عن التكوين الهرمي للسلطات 

العامة والعمليات ، وعلى الرغم من صخب إنكارها

عبر هذه المنطقة ؛ كانت الفاطمي شيعي ، كان الأيوبي سني ، وكان المماليك صوفية ، والغجر السوريين قد اخترقوا الثقافات 

الشعبية وكونوا الأنماط الثقافية الموحدة واللغويات والموضة كذلك ، والتجار السوريين معروفون في كل مكان ، وكذلك الصناعيين المصريين والمحاربين النوبيين ، وفي وقت لاحق في القرن الثامن عشر ، أصبح العثمانيون الحنفيون ، والترك والبلقان رجال الدولة وقواد الكتائب العسكرية ،  يشكلون الطبقة الاجتماعية الراسخة والمتميزة حتى الآن ؛ على الرغم من صخب إنكار المشككين

بذور الفوضى والعنف أصبحت أكثر نضجاً مع تفجر التقلبات الاجتماعية والاقتصادية والدينية والسياسية ، السوريون يبحثون عن أي مبنى لايزال قائما ليهدموه ، المصريون يتمزقون بين الدولة والتحالف الأخواني الداعششي ، الليبيون لا يستطيعون الاتفاق والتوافق ، والحجازيون يناقشون خارطة الطريق 2030 ، والفلسطينيون يناقشون الحصول على بطاقات هوية اسرائيلية ، والسودانيون يتشرذمون بين الطبقية الاجتماعية وبنوة الأرض والجشع المستشري ، لذا فان سائر المنطقة معرضة لمسلسل المتلازمة السورية
