الغالب أن هذه المقولة ليست بحديث نبوي ، ولكنها حكمة أموية تعبر عن فهم عميق وقديم لديناميات الاجتماع السياسي ، وتتفق في مضمونها مع أدوات التحليل المعرفي على نحو كلي
والراصد لتطور البناء الاجتماعي الثقافي في العديد من البلدان الناطقة بالضاد ، يجد تطبيق لا يمسه نقد أو خلاف على أن الحال العربي الآني هو ترجمة صادقة لتلك المقولة
ولا يجب أن يتخبط الناقد الواعي بالتغييرات الحالية في نسق البنيوية الاجتماعية ، فما يحدث على الساحة السياسية هو محصلة عديد من العقود ، ويمكن أن تكون قرون ، من التخبط والتيه والفوضى في المجتمع

فكما أن الرقص الشرقي هو رقص البدويات قبل عشرة قرون ، تحول بفعل النغم والتشكيل الوارد من جوجرات الهند وفارس والأناضول ، ليصير معلماً تراثياً في بيروت والقاهرة ، مثلما أن الجدل السياسية في بغداد وصنعاء وتونس صار بضعة من حوار الطرشان يحاولون تقليد الديمقراطيات الغربية ، أو الهندية

وبكم الهزل والفكاهة السوداء في القاهرة والخرطوم ودمشق ، بكم سرقة أحلام المساكين وطعام الجوعى وشراب العطشى ووعي الجهال ، دون إدراك أو فهم مضامين المسئولية الاجتماعية لاستثمار روؤس الأموال وجني الأرباح.. أو حتى الزعامة
الأمر برمته يعود إلى عصر المماليك ، عندما صار العبيد ملوكاً ، وصار الملوك عبيداً ، وأختلط الحابل بالنابل بدعاوي الحق التي دوماً يراد بها الباطل

فهل يتسأل المصريون عن "تحشيش" سياسيوهم ؟
وهل يتسأل السودانيون عن "سفسطائية" قادتهم؟
وهل يتسأل السوريون عن "دموية" حكامهم؟
وهل يتسأل الليبيون عن "هزال" زعمائهم؟
وهل يتسأل الآخرون عن أية أنموذج أتى منه قادتهم..؟

الأمر برمته مدعاة للحزن القاتل وكسر الخاطر ، وضرورة البحث عن وطن بديل

Taiwan's Battle with Fake News

In January of 2020, the Taiwanese presidential election was held for the first time in 4 years. With the constant media coverage of the event both on television and the internet, Taiwan faced a new threat not seen in years past: the misinformation known as "fake news." Due to the high use of social media in Taiwan, false information can spread before anyone has a chance to disprove it, influencing the opinions of voters. To counteract this effect, groups of checkers now work swiftly to verify information as it airs, utilizing technology to protect Taiwan's journalistic integrity and discredit fake news.

مصر: مواثيق ممارسة المهنة

 


بالتأكيد تخطيط وتصميم وتنظيم ومجهود متميز وغير عادي
أتمنى أن يشكل البداية لنقلة نوعية تكافئ التاريخ المتميز

وكما قيل الوصول للقمة صعب ، والاستقرار عليها أصعب
ولعل كافة أبناء النيل يتميزون بحب الصعاب ، تاريخاً وحاضراً ومستقبلاً

ولكن هناك نقد متداول لحجم البذخ والتكاليف في ادارة هذا الحدث

إذا كان التعليم هو السلاح رقم 1 Literacy
إذا كان الإعلام هو البروتوكول رقم 1 Media
فإن التعبئة هي الحل رقم 1 Mass Mobilization
للأسف لا تؤثر ، لأنها تتطلب الاستدامة Sustainability
التعبئة تتطلب ليس فقط الزخم والكثافة ، ولكن التخطيط والتقييم والتطوير من خلال الدراسات النفسية الاجتماعية والاقتصادية والحراك السياسي العام
وكافة تفاصيل Crowd Management

الملاحظة القريبة البعيدة عن مصر 2020 ، هي أن المجتمع المدني ، أو بالآحرى الحرفي الفني  الأكاديمي ، لا يملك ولا يسعى لوجود ميثاق ممارسة للمهنة ، ولا قواعد لها ، ولذا فان أية مقترحات تنمية أو تسيير للخطط والمشروعات والاجراءات لا تتم وفق المناهج العلمية ، وكذا لا توجد أية بنود في تسيير العمل العام تشترط اللجوء الى الخبراء ، بل بالعكس ، يعتبر منسوبي الحكومة والقطاع العام أنهم أكثر دراية من غيرهم ، وفي هذا ممارسة تاريخية منذ أن كان التعليم وقف على ابناء ذوي السلطة والمال ، وكان جلهم من منسوبي السلطة

ولذا ، فان الصرف البذخي في الاحتفالات يمكن تبريره بسعي السلطة لتوثيق الخطاب السياسي ، والأخطر ما يتم من مشروعات عامة برغم النقد كثيف عليها لعدم مطابقتها لمعايير التخطيط والتنفيذ الرشيد ، ومع غياب المحاسبة والنقد البناء والمشاركة الحقيقية ، فان التمويل الذي يقدر بـ 1.3 تريليون دولار يذهب الكثير منه الى هباء في مشروعات غير مستدامة وغير عملية وغير منطقية.. وعلى رأسها التنمية العمرانية

لابد أن لا يكتفي المجتمع المدني بالرفض والتظاهر ، ولكن بتأكيد وتوثيق منسوبيه ، لكي لا يكون هناك مهندس فاسد أو طبيب أحمق أو مدرس غير كفء

ما يفصل بين الشرق والغرب هو الحوكمة للأفراد وللسلطات والأعمال بدون استثناء .. وتبدأ الحوكمة بمواثيق ممارسة المهنة وتقنينها وتقويتها وتفعيلها ، لكي تستديم

The best places in the world to be a rich foreigner

This year's iteration of HSBC's annual ranking of the best places to live as an expat, published Wednesday, ranked 34 countries on a host of indicators, such as salaries earned, the expat's quality of life and an expat family's ability to raise kids abroad. The full rankings are in this chart below. Switzerland tops the list overall, with Egypt coming last.


The bank surveyed 9,288 expats in over 100 countries, but only presented findings for countries where there were more than 100 respondents.

Switzerland topped the rankings, as it had done the year before. Over a quarter of the expats HSBC polled earned more than $200,000 annually, but also maintained a better work-life balance than in their home countries. Switzerland's beautiful scenery and lack of air pollution is a plus, with vast majorities of expat parents there saying their children lived safer and better lives than in their previous home, according to HSBC's press release.

Perhaps more interesting is the growing draw of Asia for the expats surveyed, with its booming economies presenting lands of opportunity for expats from all over the world. "Asia emerges from this year’s survey as the best region for financial wellbeing, with nearly one fifth (19%) of expats earning over USD200,000 p.a. and 65% saying they have more disposable income since relocating," says HSBC.

The rankings look rather different when you separate the findings by category. Asian countries may account for terrific remuneration, but not necessarily the greatest living experience. You'll note China is not in the top 10 countries for raising children. Many expatriates, particularly those living in Beijing, the smog-clogged Chinese capital, fear the long-term effects of the country's air pollution on their kids.



Explore HSBC's data in full through an interactive that rearranges the rankings on the basis of various criteria that you can sort and toggle, ranging from an expat's ability to assimilate to a local culture to his or her satisfaction with the country's economy. The report is connected to HSBC Expat, which provides off-shore financial services to clients.
This likely influenced the profile of the expats surveyed for the study. The scores for China and the U.S. probably don't take into account American immigrant diasporas, nor the hardships faced by a growing community of petty merchants from Africa and other parts of Asia trying to eke a living in China.


In HSBC's survey of global high-rollers, the expats in the U.S. do applaud their host country for one thing -- its education. More than three quarters of expat parents in the U.S. state educate their children. The global average in the HSBC survey was only 37 percent.

 I can concluded three issues for the thoughtful to consider:
1. Martyrdom is unprecedented weapon in modern warfare, apart from Japanese and Vietnamese heroic acts, which uneasy to deter but Nukes or Withdraw..

2. Media contents have to change to confront these enchanted enthusiastic guys, by deploying new Arabic anchors, facilitating new Muslim task-forces, and play the same but reversed tunes..

3. Despite how problematic the development of a united political will; yet it is conceivable by reduction of political agendas; then the Arabic Muslim civic societies will provide truly effective actions..

In advance to the referendum in Scotland; it is widely proven how politicians would compile false facts to reach their goals.. Despite the high HDI rank in UK in general and Scotland in particular, there are many evidences that the true facts had been carefully hidden within emotional campaigns of both parties..

Failed Democracy

 
The true failure of the "Democracy" is never the concept itself, but the governance tools..
If an elected politician fails, no mechanism to remove him/her from the office; till forthcoming elections take place.. Even so, lobbying would control rather than the dissatisfied public..
Political Scientists try to defend the democracy rather than rectify the gaps for potential corruption and misalignment to the public.. No one question the justification and legitimacy of Democracy as a proper ruling mechanism..
WE question the guarantees for its health, fitness and consistence..
Undoubtedly, there is no proper mechanism, therefore, people across the world are angry and eager to mob and revolt..
 
We need to rationalize the Democracy..!

Arabic re-Renaissance



Very few Arabs and Muslims; who had been gifted the capacity to scrutinize righteous from wrongdoing..  Despite how delicate to address the mostly emotional and passionate topics related to religion and mythical beliefs; these knowledge-warriors are symbols of the divine verdict to enable the nation to survive.. This survival is not meant to hurt, disgrace or defeat any other school of thought or belief, but was necessary to balance the evil powers from stimulating desires and soft spots within the humane fabric..

Prior to September 2011, there were no security domination worldwide, apart from routine criminals and outlaws.. Rare events of terrorism were easy to control and defuse; without depriving the principle rights, interests and concern of the public.. Since September 11, billion were invested in security operations and precautions that already provoke most rights.. Certainly, blames of this spiral phenomenon are pointed to Muslims..

The creation of the U.S. Forest Service at the turn of the twentieth century was the premier example of American state building during the Progressive Era. Prior to the passage of the Pendleton Act in 1883, public offices in the United States had been allocated by political parties on the basis of patronage. The Forest Service, in contrast, was the prototype of a new model of merit-based bureaucracy. It was staffed with university-educated agronomists and foresters chosen on the basis of competence and technical expertise, and its defining struggle was the successful effort by its initial leader, Gifford Pinchot, to secure bureaucratic autonomy and escape routine interference by Congress. At the time, the idea that forestry professionals, rather than politicians, should manage public lands and handle the department’s staffing was revolutionary, but it was vindicated by the service’s impressive performance. Several major academic studies have treated its early decades as a classic case of successful public administration.

What is the state of freedom of religion in Malaysia?

Freedom of religion in Malaysia is a delicate matter – that is no secret. And with the marriage of religion and politics, along with “human rights-ism”, this freedom is slowly eroding.

In June, the Selangor Islamic Religious Council (Mais) and the Selangor Islamic Religious Department (Jais) refused to obey the Selangor state government’s order to return the Malay language Bibles that had earlier been seized from the Bible Society of Malaysia (BSM). The Mais chairman even decided that there was a legal case against BSM, contradicting the Attorney-General’s statement that there was none as the seized Bibles did not involve issues of national security.
 
So you have religious authorities vehemently disobeying and contradicting the state executive and the top federal legal advisor. This was only the latest of many instances over the years where legal, political and religious authorities have clashed over religious issues.
 
As always, there are political agendas behind such clashes. But the legal boundaries governing such matters are unclear to many. What does the Federal Constitution say about such matters? Law professor Dr Azmi Sharom provides some answers at the forum on “Colloquium on Freedom of Religion” in KL, which was jointly organised in May by the Penang Institute and the Islamic Renaissance Front.
 
On the marriage of religion and politics in Malaysia…
Azmi: The relationship between religion and politics has been around for the longest time, but it wasn’t until the 1980s when this whole idea that religiosity had to play a much bigger role in politics emerged. That was the period when there was resurgence in a greater expression of one’s faith in public, spurred by the 1979 Iranian Revolution. PAS became the primary threat to Umno.
 
Thus began the political game of “Anything Islamic you can do, I can do better.” This led to a greater amount of power being given to religious authorities like Jais, Jawi and Jakim.
 
This was not unusual in our context. In the early 20th century, there was a schism in Islamic thought in the country between the more conservative Kaum Tua and the progressive Kaum Muda. The Kaum Tua ultimately won partly because literacy wasn’t high in those days, and partly because they associated themselves with the traditional feudal power – the sultans – in a mutually beneficial relationship.
 
This kind of relationship between the political masters and the religious authorities became stronger from the 1980s onwards. Religious authorities advocated certain ideas which any ruling power would enjoy – for example, obedience. This extended to the suppression of intellectualism in the name of protecting the faith.
 
Religious conservatism has grown in this country because we have never had a critical mass of Islamic intellectualism in our education system. In Indonesia, even the pesantren (religious schools) encourage students to question and debate points of view that are contrary to their own personal beliefs to ensure that they are strong enough to withstand trial. We do not have that here, and when you do not have that ability and space to question, it becomes very easy for any political power to retain control.
As the political masters find that it is good to have the religious authorities on their side, the latter’s influence has increased over the years. Laws are becoming more awful. For example, the Islamic Family Law in the past was a lot better than it is today. Before, you had to prove necessity and justness to be allowed to marry a second wife. Now, you only have to prove either one. Women’s rights take a backseat.
 
Conservatism is becoming ever more powerful in our makeup. With it, religious liberty is suppressed.

On Prime Minister Datuk Seri Najib Tun Razak’s “Human Rights-ism” threat…
Under the Universal Declaration of Human Rights, the preamble declares that we deserve to live in a world where there is freedom of expression and belief, freedom from want and freedom from fear. What is so deviationist about those aspirations?
 
Religion is being used as a distraction from real political issues, and today’s situation in which religious liberty, political development and democracy are curtailed results from the close relationship between politicians and religious authorities. It is too late now for the government to do anything about it; they have associated themselves too closely with the religious authorities. To back down now would mean to be un-Islamic.
 
On the tools of persecution in the country…
The Printing Presses and Publications Act (PPPA) allows great control over what is published – particularly books – and on what grounds books can be banned. Any publication found to be prejudicial to public order – morality, security or whatever is likely to alarm public opinion – can be banned. It is extremely broad and can be used very freely and easily.
 
Recent amendments to the PPPA are hilarious. In the past, a newspaper had to renew its printing license annually. Now, they do not have to renew it every year because the government can revoke it at any time.
 
There is the Sedition Act. What is seditious is anything that promotes “feelings of ill-will between races and classes of Malaysian society”. The act doesn’t actually mention religion, but under the Constitution, a Malay is defined as a Muslim. So if you promote feelings of ill-will against Islam, then it could be viewed as promoting ill-will between races because Malays are Muslims.
Regarding the case against the late Karpal Singh, the Sedition Act actually says if you raise (feelings of ill-will) against the government or the rulers (the sultans) and if you’re doing it for the purpose of pointing out that they’re doing something incorrect, that is not sedition.
 
Karpal was of the opinion that the Sultan of Perak had done something wrong constitutionally. This fell under the exception in the Sedition Act, yet Karpal was found to be seditious.
 
Finally, there are the Syariah Criminal Offences Laws which differ from state to state, although you can find general themes across the board. For example, if you are spreading false doctrine or false worship, it can land you in jail, but it is the individual state Islamic departments that determine what is considered false doctrine. If they feel that your practice of Islam is somehow not to their liking, they can declare it as deviant.
 
On how these laws fit under the Federal Constitution…
Article 10 says that we all have freedom of expression except for when national security is concerned – it can be curtailed then. But how far can you curtail it, and on what grounds?
 
Article 11 says that everyone has freedom of religion. So if a Muslim chooses a particular route that he or she wants to take, then the freedom is there, guaranteed under Article 11. You should not be able to stop that.
 
Article 3 says that Islam is the religion of the federation, but all other religions can be peacefully practiced in the country. If the Christians want to use “Allah” in their prayers, Article 3 actually allows it, as long as they peacefully practice their faith. Then again, the judge in the Court of Appeal said that the word “Allah” is not actually part of a Christian’s faith; therefore the authorities can stop one from using it. But who is to say what an integral part of one’s faith is?
 
Likewise, under Article 11, you have no right to stop Shias or Ahmadiyyas from practicing their faith, but the authorities get powers to do so from the Syariah Criminal Offences Laws.
My argument is that Article 3 does not mean that Malaysia is an Islamic state; it is quite clear in the preparatory work for the Constitution that the Alliance leaders did not want Article 3 to mean that Malaysia is an Islamic state.

On the problem with the Federal Constitution…
The problematic line in the Constitution is in Schedule 9, which lays down the powers of law-making – where Parliament can make laws on such-andsuch topics, and state governments can make laws on a detailed list of Islamic matters such as marriage, divorce, property, inheritance, etc.
 
Then there’s one little line, which says they can also enforce Syariah Criminal Offences Laws for matters that “go against the precepts of Islam”. But what does “precepts of Islam” mean? What if it is deemed against the precepts of Islam to disobey your leaders, and they make a law against people criticising Umno?
 
What then is the point of having a democracy?
 
On moving forward…
The answer is institutional change, the most important being the judiciary because it determines whether something is constitutional or not. It controls the limits with which an authority can act.
However, we increasingly see situations where it is obvious that something contravenes the Constitution, but judges refuse to uphold the ruling, such as in cases regarding freedom of religion. In the Lina Joy case, the Federal Court washed their hands of it, saying that it was a matter of procedure and not for them to decide. They did not deal with the fundamental question: is it her right to leave the religion? They passed it back to the Federal Syariah Court despite the fact that Federal Syariah Criminal Offences Laws do not have any provision for leaving of the religion.
 
Compare and contrast to 1988, when the Supreme Court made a landmark decision on the case of Jalaluddin Osman, who was born to a Muslim family but converted to Christianity and was subsequently detained under the ISA because he was supposedly a threat to national security. The court actually held that the government acted unconstitutionally because his right to choose his religion fell under Article 11 of the Constitution.
 
There is no easy answer. It is a matter of striving continuously, and what is important is we need to put forward the view that constitutional rights and human rights are actually in the interests of everybody. If they can suppress me now, they can suppress you tomorrow.

World Cup or World Order..

I had been a big fan for Brazil during my younger age, before losing the interest in the golden game.. Yet, I start to read Brazil as random shattered societies with lots of downgrading, confusion and decline.. Despite its rank among the BRISC, which was a temporary vision that did not last for long, current preparations to host the games were scandalous and almost criminal.. The contradictions between government and public, politicians and people, poverty and arts can not provide platforms for sustainable developments, socioeconomic growth or political stability.. Low and Order are simply void and nonsense among majority of Brazilians.. Patriotism can not survive on cheers, corruption and parades for long.. This is the message such a scandalous defeat would deliver..

After more than two decades and 2 trillion euros worth of investment, eastern Germany trails western parts of the county in many economic indices. A new atlas of deindustrialization shows how stark the disparities are.

An atlas shows the extent of East German de-industrialization following reunification. The commissioner in charge of improving the situation sees reason for hope.
Large income disparities between the states that made up the former East and West Germany have persisted even after transfers of 2 trillion euros ($2.72 trillion) have been made to the former East.

The investments were meant to create a sort of economic equilibrium between both parts of Germany, and, after nearly a quarter-century, the result is clear.
"There's not one location in Germany, but two," said Gerald Braun, a professor of regional development and entrepreneurship at the University of Rostock in Mecklenburg-Western Pomerania.
The professor published an "Atlas of Industrialization in East Germany" using maps to portray the region's most important economic data.

The world’s worst countries for workers

A global leaderboard in the race to protect workers’ rights was released today at the ITUC World Congress in Berlin. The ITUC Global Rights Index ranks 139 countries against 97 internationally recognised indicators to assess where workers’ rights are best protected, in law and in practice.
“Countries such as Denmark and Uruguay led the way through their strong labour laws, but perhaps surprisingly, the likes of Greece, the United States and Hong Kong, lagged behind,” said ITUC general secretary Sharan Burrow. “A country’s level of development proved to be a poor indicator of whether it respected basic rights to bargain collectively, strike for decent conditions, or simply join a union at all.”

The International Trade Union Confederation has been collecting data on the abuse of trade union rights around the world for the past 30 years. Now for the first time the ITUC Global Rights Index presents carefully verified information from the last 12 months in an easy-to-use format so that every government and business can see how their laws and supply chains stack up.
Cambodia’s labour law fails to cover many civil servants, there are undue restrictions on the right to elect union representatives, and in 2013 the government responded with lethal force to demonstrators seeking a decent wage and working conditions. This resulted in Cambodia receiving a score of 5 in the Rights Index – the worst possible rating other than for those countries where the rule of law has completely broken down.

Asian Shariah Councils




The Council of Islamic Ideology (CII) concluded their 192nd meeting on Thursday with the ruling that women are un-Islamic and that their mere existence contradicted Sharia and the will of Allah. As the meeting concluded CII Chairman Maulana Muhammad Khan Shirani noted that women by existing defied the laws of nature, and to protect Islam and the Sharia women should be forced to stop existing as soon as possible. The announcement comes a couple of days after CII’s 191st meeting where they dubbed laws related to minimum marriage age to be un-Islamic.
After declaring women to be un-Islamic, Shirani explained that there were actually two kinds of women – haraam and makrooh. “We can divide all women in the world into two distinct categories: those who are haraam and those who are makrooh. Now the difference between haraam and makrooh is that the former is categorically forbidden while the latter is really really disliked,” Shirani said.

، يلقي باللائمة على من يمارسون مهن العمران والبناء ، سواء في التعليم أو الادارة أو التنفيذ ، فهم في جانب قد فشلوا في الدفاع عن النظريات التي أهلتهم للدرجات العلمية والمهنية ، ومن أخر فلقد فشلوا في تقديم حلول منطقية ترضي طموحات الساسة والعامة على حد سواء


في واقع الحياة لا توجد أطباق فضية لكي يقدم عليها المتخصصون مساهماتهم في التنمية والتطور ، وتلك هي الجدلية الفارغة التي يتشدق بها أرباب المهن ؛ بأن النظام لم يسمع أو يسمح لهم ، أو لم يعطهم الفرصة للعمل الخلاَق

تلك قضية متكررة في كافة المجالات والمهن والحرف ، ليس فقط في السودان ، بل في سائر العالم الخائب ، عفواً النائم ، عفواً النامي

 In real life there are no silver plating to submit the specialists’ contributions for development and evolution.. That is the ambiguous and hypocritical debates of professionals; that the regime had not heard, allowed or give them the opportunity to creatively work
This is a recurring issue among all fields, professions and trades, not only in Sudan, but also in the rest of the disillusioned world.. Oops sleeping..Oops developing
